The United Kingdom will continue to be a part of the European Union up until the point that it leaves. If the UK wishes to keep full single market access and becomes an EEA Member, it is highly likely that the UK would have to apply most of the EU's waste management laws.Additionally, the UK would be unable to vote on any new laws, as only EU member states can vote and as such if the UK is outside of the EU; it would be unable to influence legislation.
The Hard Brexit
If the United Kingdom left the EU in a hard Brexit, it would gain control of all its own laws, this would include waste and recycling laws.

- Waste Legislation Stays The Same. The UK could however, decide to transfer current EU waste and recycling regulations into UK law. This would mean that the waste standards are the same as the EU.
